Most universities' regilations provide that

no students are to be flunked in any subject

for more than twice.

(2) 為何要用 are to be flunked
而不是 are flunked 多用 to be 有何含意呢?

No students are to be flunked more than twice = flunk twice, and you're out!

Be to + infinitive is commonly used in news report to talk
about events that are likely to happen in the near future.

President Chen is to return to Taipei later today.

被動句型 to be + past participle (passive form)

The Taipei-Kaohsiung high-speed railway is to be reopened today.

to be flunked 會被當掉

to be announced 會被發表

She is to be married today

表達守則 official arrangements, instructions, and to give orders:

Children are not to be left unsupervised at the pool.

And in if-clauses to say that something must happen first (in the main clause)
before something else can happen (in the if-clause):

The law needs to be revised if justice is to be done.
