Well, that's actually just an expression we use for "crazy"
or "irrational". If you want to go that way, here's a couple
more:

"His elevator doesn't go all the way to the top."
"He ain't firing on all thrusters/cylinders."

But I thought the Chinese expression is more about ignorance
right? Or simply don't care?

Here's another one for you... Though you need to know a bit
of history to "get" this one.

"Let them eat cake!" -- Marie Antoinette, before French
Revolution, when she heard that the peasants are hungry
because they have no bread.

KC, can you explain more?
1) Basically says this guy is "not all there."

2) An engine not firing on all cylinders or a rocket not
firing on all thrusters is not working correctly. So describing
a person not working properly means he's crazy, nuts, or cuckoo.

3) More?... Basically Marie Antoinette has NO IDEA
what the situation is outside the palace, besides her glamorous
life as wife of Louis the XVI. Think about it... If the peasants
can't even afford bread, how can they afford cake?

Actually she never said that, but the "legend" has passed on for
