No. The Chinese expression implies being fatalistic. Sitting duck is
just stupid or cannot move.

Yes, I agree that "sitting" duck doesn't mean "坐以待斃".
But no, "sitting duck" doesn't mean stupid or cannot move.
It means an easy target, but the target doesn't realise that.
