The two has slightly different implications.

The proper answer is "to", or A, as basically, you want the other
person to read the letter to you, word for word (verbatim).

The other answer, C. for, actually means you want to other person
to read the letter first, then tell you what it says (not verbatim)

So the proper answer is A

The 'A' choice means that you ask someone to read and the target is you,
not someone else. The 'C' choice, however, means that you ask someone to read
for the sake of your request, but the target may be anyone, not you.
