我覺得翻成這樣比較通順:
不花成本的再訂約總會導致事後有效率的分配,
不論一開始所有權的分配為何.

可是這樣的翻譯原句應該是:
Costless recontracting will always lead to an ex post efficient allocation,
whatever the initial allocation of ownership rights is.
