[問題]關於suggest

書上寫了一段

The paragraph suggests that at the time Biedenharn started his
bottling operation, Coca-cola was serving only a small part of the
population.


我的問題是通常suggest that 之後加should ,而且可以省略，
可是在這句英文中，我看不出來should被放在何處，而且也沒
看到原形動詞，能否請大家幫我說明一下，謝謝。

可是在這句英文中，我看不出來should被放在何處

這句的suggest後面接一整個子句，意思是「暗示」
不是所有的suggest都作「建議」解。
