give the impression (that) ... 給人一個印象；讓人以為

這樣才是片語
或者說，比較符合一般片語的記憶習慣，至少字典文法都會這樣寫

你斷句斷片語好像老是斷在奇怪的地方？

上面那個主要片語講過了，後面也很簡單

he might introduce a third one to neutralize the existing two

前面那句說，吳請總統對現有的公投取消或改期

那麼 the existing two 是現存的那兩項公投
introduce a third one 是再提第三項

其他就查一查字典，應該很容易了
還是你是看不懂，
為什麼再辦一項公投，可以抵消前兩項？那我也不明白。
