A front desk clerk. If you are calling to book, just say, "Give me the front
desk, please."
Concierge is "a member of a hotel staff in charge of special services for
guests, as arranging for theater tickets or tours (dictionary.com)." In most
expensive hotels, there is only one concierge, whose desk is normally not far
from the front gate. He (I haven't seen a she yet) does not take care of
check-in, check-out or reservation.

In Taiwan, they put a "concierge" sign on the front desk, it means if you
need any special services, you can also ask the clerk for help.
Is is totally wrong of your impression about the most expensive
hotel service in Taiwan. There is more than one concierge and whose
desk is right next to the check in and out desk, not near
the front gate at all.
It is kind of concierge and information desk, you can ask for help
and leave small luggage for safe. There is surely a computer on the
desk for informations, and not only male but also female ones
you can access to.

如果你常常造訪五星級飯店, 會發現櫃臺上放的牌子就是這個字
You really have misunderstood the idea of concierge.

Concierge and front desk are two separate desks.

Concierge do things NOT associated with the hotel, like arrange for
limousine or airport shuttle, outside tours, restaurant and theater
bookings, and things like that.

And if Taiwanese hotels actually put "concierge" on their front desk,
they are guilty of butchering English and is guilty of perpetuating
"Engrish" (http://www.engrish.com)
