[問題] 關代的問題

沒有。

因為我覺得這句已經有兩個動詞了，應該會使用到關代

他用that，而且省略掉了。這很自然且合理。

Actually, I'd say that's a bad sentence. If it's written as

"The building surroundING my apartment have blocked the views."

Then it'd be okay. But "surrounded"? No. Doesn't work that way.
